288175 - XCON: Recipient Policy Cannot Match the FQDN of Any Server in the Organization, 5.4.8 NDRs
We had this exact situation. I couldn't figure out why the replacement Exchange server would accept mail just fine, and yet not be able to send any.
Apparently, you can't have an address policy that is @FQDN of the exchange server where their mailbox is.
